兩淮地廣人少，豪民所占之數，不知其幾，力不能墾，則廢為荒墟。他郡之民，或欲請佃，則彼以疆畎為詞，郡縣無以稽攷，終不能予奪。乞令兩淮州縣取民戶見輸之課，計其多寡，分畫疆畎而立契券，隨畝增租，以其餘給與佃人，庶革廣占之患。
