天子都長安，而以淮南東道為奉地，鏹道數千，不輕致輸，郡或乃越諸侯而遠調均發徵，至無狀也。
古者天子之地方千里，中之而為都，輸將繇使，其遠者不在五百里而至。公侯地百里，中之而為都，輸將繇使，遠者不在五十里而至。輸者不苦其繇，繇者不傷其費，故遠方人安。
及秦，不能分人寸地，欲自有之，輸將起海上而來，一錢之賦，數十錢之費，不輕而致也。上之所得甚少，而人之苦甚多也。
