葢有非常之功，必待非常之人；故馬或奔踶而致千里，士或有負俗之累而立功名。夫泛駕之馬，跅弛之士，亦在御之而已！其令州郡察吏民，有茂材異等，可為將相，及使絕國者。
註釋
泛駕之馬︰謂馬有逸氣而不循軌轍。跅弛︰放縱不覊。跅，音「托」。茂材︰秀才。絕國︰遠國。
