朕觀風燕裔，問罪遼濱。文武協力，爪牙思奮，莫不執銳勤王，捨家從役，罕蓄倉廩之資，兼損播殖之務。朕所以夕惕愀然，慮其匱乏。雖復素飽之眾，情在忘私，悅使之人，宜從其厚。諸行從一品以下，佽飛募人以上家口，郡縣宜數存問。若有糧食乏少，皆宜賑給；或雖有田疇，貧弱不能自耕種，可於多丁富室勸課相助。使夫居者有斂積之豐，行役無顧後之慮。
