竇融，字周公，扶風平陵人也，其先世居河西，為扶風竇氏。王莽當權，嘗同官軍平赤眉叛，拜渡水將軍。後據河西，為政寬和，上下相親。及光武攻隴右隗囂，融領兵助陣，隗囂平，
建武五年率眾內附。
永平二年，從兄子竇林因罪死，
漢明帝數詔責融，戒以竇嬰、田蚡禍敗之事。年餘，上衛尉印綬。
永平五年，其子穆矯詔事發，
洛陽遂不見竇氏族人。竇穆等人西至函谷關時，帝下詔悉復追還。同年，竇融卒，時年七十八，諡曰戴侯。
