又言今民寡，悉為政者之過也。其使民勞，其籍歛厚，民財不足，凍餓死者不可勝數者，又興師而攻伐，久者年餘，速者數月，以使男女不相見，此寡人之道也。

是故古之聖王而為聖者，蓋其制節用之法，謂之天下百工，各事所能，足以奉民用，則止矣。而加費而無利於民者，聖王弗為之。下嘗言聖王飲食、制衣、節葬之法。又言及原人即出，未有宮室之時，悉居於陵丘所堀之穴，聖王以為夏時傷民之氣，遂作宮室而利。然宮室之法何邪？子墨子言曰：「其旁可以圉風寒，上可以圉雪霜雨露，其中蠲潔，可以祭祀，宮牆足以為男女之別則止，諸加費不加民利者，聖王弗為。」據
