泰山人，居洛陽
。德宗貞元元年進士。
授義興縣尉，遷義興主簿。九年，入浙東皇甫政幕府。順宗立，爲宣歙巡官。時永貞革新，士諤以非王叔文左遷，貶汀州寧化縣尉。
遷大理評事。元和元年，入爲監察御史，遷侍御史內供奉。三年，坐陷李吉甫，貶資州刺史。改貶巴州。歷資、洋、睦等州刺史，皆有善政。十四年，入爲戶部郎中。卒。士諤工詩，其文素而無瑕。獨具一格。
有集一卷，《全唐詩》存其詩一卷。右具其詩一首。聊作賞玩。
