泰山鉅平人，
羊琇七世孫，兗州別駕從事瑩之子也。少好學，以玄學聞。
孝昌末，烈從兄羊侃南奔梁，烈與從兄敦走洛陽。魏孝莊帝厚賞之。烈以家族離析，辭不受。仕北齊爲尚書祠部、左右戶郎中，除陽平太守。在郡有休譽。遷光祿少卿、兗州大中正，與畢義雲爭家品高低。加平南將軍，除義州刺史。以老去官，
大象中，卒於家。烈治家中女子甚謹，寡不再醮。復於兗州立寺，以寡女充之。使修戒行。
