河東汾陰人也。系出河東薛氏西祖第三房。父勝，左拾遺。存誠進士登第。敘監察禦史。知館驛。
唐憲宗元和初，存誠以宦官爲館驛使有傷公體，奏罷之。轉殿中侍禦史，遷度支員外郎。河東裴垍爲相國，存誠累遷給事中。擢御史中丞。時有僧號鑒虛者，廣結權貴，以黨營私。事發，存誠收之，得其贓貨數十萬。予大辟之刑。事聞於外，權貴皆欲救僧。憲宗遂命釋之。存誠執原判，鑒虛竟見笞死。旋再授給事中。居數月，復拜御史中丞。未就任而卒。贈刑部侍郎。子廷老。
