唐時浙東台州人也。
寶應元年，租庸使元載舉自安、史以來八年租調之違負及逋逃者，重課江淮。有粟帛者取其半，甚者取十之八九，民不堪其苛。晁時爲台州吏，於民有所不忍，因受笞
