隋煬帝時朝官也。大業中，官文林郎。四年，受命使倭國，與倭使小野妹子同行。清遂遠涉海東，取道百濟，經幾十國，至竹斯，竹斯以東，皆倭王所有。王遷其小德冠阿輩台、大禮冠哥多毗來迎，因導之都，特置館以舍之。清謁其王，呈國書。王欲聞中國禮義，清謂曰「皇帝德並二儀，澤流四海，以王慕化，故遣行人來此宣諭。」倭王悅，饗之。九月，清引倭使還朝。今日本謂之裴世清。《隋書》載其名曰裴清。
