有三：曰君主之治、曰貴族之治、曰共和之治。諭吉別之，而後述英國之融合三制。又舉化國六訣：明法度以自由，一也；不預神教之崇信，一也；興技藝而振文章，一也；謹庠序之教以育才，一也；國政清晏以殖產業，一也；悲田養病以濟貧，一也。又論泰西國交諸策：曰，通商婚姻以締結兩主；曰，約誓以避兵戎；曰，以約互使其使。
