議會毆鬥者，謂大議之所，士子交相角鬥是也。議員或因意見相左、互不相讓，至於動武、叱罵，擾亂秩序。雖時有司儆示，而弗能制止者亦有之。
議會者，本以和議綏邦國，開言路於世議。然政途險惡，官場如戰地，士子心怨氣積。因政見不同，或法案表決之際，怖懼於票數，乃起口角，甚則動武。
