并州太原人也。隋末，為鷹揚府司馬。義師之舉，授右三統軍。
武德二年，拜都水監，封新興郡公。時大亂之後，中州少馬，遇突厥蕃市牛馬以資國用。俄而劉武周將宋金剛來寇太原，屬城皆沒。真鄉公李仲文退守浩州，城孤兵弱，元吉遣文恪率步騎千餘助為聲援。及太原為賊所陷，文恪遂棄城遁去，坐是賜死獄中
