崇禎十年丁丑科第二甲賜進士出身，授太倉知州，嘗兼攝崇明、崑山兩邑事。

崇禎十五年，入為刑部員外，尋丁艱。

明弘光元年，南京破，因遂與鄭遵謙、孫嘉绩、陳函煇等会师江干。浙直历授公佥院、副院、少司马，皆辞；戮力军中者一年。

明隆武二年，錢塘失守，携家入海。

閩中復授公副院；公至，則延平已破，復遁迹海岛中。

明永曆元年，
鄭彩治兵海上，福建起兵；錢肅樂得復以掌邦政召，乃與熊汝霖、
馬思理、
沈宸荃、
林垐、吳锺峦等协力任事。

明永曆二年，戊子，加阁衔。見國勢日蹙、藩镇骄悍，忧愤成疾，卒于海外之琅琦山。遺命以明朝員外冠服殮，故仍稱員外云。
