太祖時方用兵四方，寧以文辭見知，召置幕府，令草檄文。其辭氣壯偉，太祖奇之，擢為行省掾。歷官樞密院都事、提刑按察司僉事、浙東按察使、中書參議。又嘗為廣德知府，值歲饑，請蠲租以全民命，帝善其言。既而出為蘇州知府。政尚嚴急，征賦刻薄，有以烙鐵灼人皮者，民間痛之，號曰「陳烙鐵」。後遷浙江行省參政，未赴任，而胡惟庸薦為御史中丞，尋進右御史大夫，轉左御史大夫，兼國子監事。寧性峻而少恩。其子孟麟數以事諫，寧怒杖之，竟死。帝聞之曰：「寧於其子如此，奚有於君父耶！」及胡惟庸謀反，寧以黨附坐誅，時洪武十三年也。
