番禺練溪人，
蜑民之胤也，祖達潮，父耀容，累世業船運。
一九二三年五月十日生於香港
。
年七歲，隨父兄罹風災，船覆，兩兄皆亡。尋父亦病卒，母遂攜官泰及二姐妹捐舟陟岸，居灣仔石水渠街
。
初，官泰學於帆船同業義學，後轉敦梅小學
。及長，入皇仁書院
。時國難日急，官泰乃更名英東，以示報國之志。日師寇港，英東停學，為人苦力。
以累資中共，官至中華人民共和國全國政協副主席，港人之位高如斯者，無先與英東者，世謂「愛國商人」。
