民國既立，郛以光復上海功，授滬軍都督府參謀長。二次革命起，郛率革命軍伐大總統袁世凱，旋敗，遂亡命美國
。及世凱歿，乃歸，入閣復涉政事。
民國十三年十月，郛從國民軍總司令馮玉祥等行兵諫，入京
幽總統曹錕
。十一月，郛以教育總長拜國務總理行攝總統事。郛既柄政，遂修正《清室優待條件》，逐溥儀出紫禁城。
十七年，授國民政府外交部長，赴濟南善後日軍停戰事宜。六月，辭本兼各職，後與楊永泰、
張群等籌組「新政學系」。
廿二年，復授北平政務委員長，訂《中日塘沽協定》，時論頗以「賣國」咎郛。
廿五年十二月六日，郛以肝疾卒於上海，年五十有六。
