三四年來，歐地烟塵，亙古未有，而貴保護則爲當衝之主人翁，舉國軍民，血身戡靖，維持許久，名望環球。曁諸列強，憤傷公理，舉合盟以齊爭救援，共保和平。我弱越以久受護恩，宜伸義務。朕於潛龍，已籌及此，故登光伊始，卽彈壓民心，諭以大義，曉以和平。於是發國脉以相資，募邦民而赴援。仰荷皇天眷佑，公理以伸。用挽合縱之和平，剪絕連橫之肆望。本月初拾夜，接商系加鞭，強孱俯首之佳信。病中覽讀，驚喜欲狂，坐以達旦，偶成拙律，公示臣民，以誌其喜。 四載歐塵震疊驚，盡心義務厚鄰情。 夜聞勝捷三分喜，病得佳章半欲平。 商系披肝完底局，附庸俠腑占高聲。 預籌勝算伸公理，寡德惟憑順百靈。
